Position Summary:

The CNM3 is responsible for the surveillance, investigation and oversight of the prevention and control of infection throughout the hospital. The post holder required an in-depth knowledge of infection prevention and control (IPC) and experience to provide comprehensive education of staff throughout the hospital on related matters. While being accountable to the Director of Nursing through the Assistant Director of Nursing (ADON), the post holder will work in close collaboration with the Consultant Microbiologists, the other members of the multi-disciplinary IPC team (IPCT), hospital managers and department heads to ensure that a quality IPC service is maintained. The post holder will be involved in education, research and quality control, as well as data collection, analysis and development of computer systems. | |
Principal Duties and Responsibilities:
A. Operational Management:
I. To promote quality of service delivery, ensuring effective patient care, research, training and development within the Infection Prevention and Control Department (IPCD).
II. To promote the development and maintenance of high standards of care.
III. To actively participate in service development initiatives within the IPCD and work with the IPCT to plan at a strategic and local level. Core elements of this process will involve:
• Planning the delivery of services by accurately estimating the needs of the organisation and prioritising resources appropriately.
• Assisting in the development of short, mid and long term strategic plans for the IPC service.
• Maintaining smooth running of the IPCD to incorporate service planning for routine and emergency operational needs.
• Promoting the effective and efficient delivery of IPCN service to patients and hospital staff.
• Continuously monitoring and improving upon the services delivered.
• Monitor service objectives, to ensure that the quality of the service is congruent with the resources available.
IV. To ensure effective work practices with all Directorates and the hospital departments and healthcare agencies to maximise the delivery of a seamless service.
B. General Management:
I. To assist the ADON in providing team leadership and management in the maintenance and development of a high quality nursing service in the IPCT, liaising appropriately with Clinical Nurse Managers, Staff Nurses, multi-disciplinary team and other hospital staff.
II. To act to ensure that problems are identified and resolved.
III. To alert the ADON and Consultant colleagues of impending issues within the Department.
IV. To assist in the maintenance of a suitable environment for patients and staff by establishing multi-disciplinary relationships. This includes advising on both scheduled and emergency building works and other environmental issues.
V. To participate in various hospital committees, providing input on behalf of the IPCT.
VI. To prepare reports and records.
C. Surveillance:
I. To support the ADON and working in close collaboration with the members of the multi-disciplinary IPCT to ensure effective co-ordination of the IPC surveillance programme, in line with hospital policy
II. To identify as promptly as possible patients with potentially transmissible infections or antimicrobial resistant organisms within the hospital.
III. To advise ward managers in relation to risk assessment, application of appropriate transmission-based precautions including prompt isolation in accordance with hospital policy.
IV. To formulate and review hospital policies, implementing changes where necessary.
V. To advise and direct staff in the event of an emergency e.g. outbreaks.
VI. To report surveillance issues to the ADON and IPCT in a regular and timely fashion.
VII. To act as an interface between the IPCT and hospital operations during outbreak management periods.
D. Service Planning:
I. To contribute to the co-ordination and planning of IPC Nursing service, to meet service demands and to support initiatives to meet changes in service provision.
II. To assist with the development of business cases for the improvement, modernisation and development of the IPCT services.
III. To lead on quality improvement initiatives, to improve services for patients and staff.
E. HR Management
I. To support the ADON in managing all nursing and healthcare staff within the department, complying with hospital HR policies and procedures.
II. To ensure that staff in the IPCD receive performance appraisals annually and to put a plan in place for staff to complete their mandatory training.
III. To facilitate staff with their educational and personal development to support improved organisational performance.
IV. In conjunction with the ADON, to review staff complements and skill-mix within the IPCD, to ensure that staffing is appropriate for current and projected operational and service demands.
V. To support the Clinical Nurse Manager/ Clinical Nurse Specialists to ensure maintenance of a high level of staff morale, promoting good communications, team spirit and job satisfaction within the IPCD.
VI. To support the ADON in managing sickness and absence, in accordance with hospital policy.
VII. To advise the ADON when staffing levels fall below or in excess of that considered to be adequate to meet variations of workload.
VIII. To partake in the interviewing process for the recruitment of nursing or other staff for the IPCD and ensure effective local and corporate induction takes place.
F. Quality Assurance and Risk Management:
I. To encourage and support a culture of continuous improvement and mutual cooperation in the achievement of the highest possible standards of clinical care and maximum efficiency.
II. To work with Directorate Management Teams, stakeholders and colleagues to ensure that all relevant HIQA and international standards are met.
III. To participate in local risk management initiatives relating to IPC to monitor issues with the Directorate Management Teams and relevant stakeholders
IV. To support staff in managing adverse incidents involving IPC within the organisation to ensure that they are investigated promptly, respecting confidentiality taking preventative action where necessary to ensure that IQS procedures are adhered to and fully implemented.
V. To assist in the audit programme and planned response to audit results.
G. Professional Practice
I. To ensure that the requirements of An Bord Altranais for the practice of professional nursing are met and upheld.
II. To establish and maintain a high standard of practice within the organisation.
H. Education/Staff Development
I. To ensure access for all newly-appointed staff to the hospital induction programme.
II. To assess and identify training needs of CNMs, setting objectives for such learning and making recommendations to the ADON on how these needs can be facilitated.
III. To ensure compliance with mandatory training
IV. To participate in research and audit
V. To participate on education programme for staff, undergraduate and post-graduate students
I. Self Development
I. To read current literature and recent nursing and IPC research, attending seminars to improve awareness of any new developments in IPC practice and in current and future trends in the specialty.
II. To attend and participate in staff development programmes.
III. To discuss present performance and future needs with the ADON.
IV. To participate in training programmes on Information Systems, in order to facilitate development of Information Technology and Computerisation

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Mandatory:
• Be registered in the Relevant Division of the Register of Nurses kept by Nursing and Midwifery Board of Ireland or be entitled to be so registered
• Have at least five years post-registration experience, of which two years must be in the specialty area
• Have the clinical, managerial, information technology and presentation skills, along with organisational and administrative capacity to properly discharge the functions of the role
• Demonstrate evidence of continuing professional development at the appropriate level
• To have a post graduate qualification in IPC nursing and a management qualification
