Clinical Nurse Manager 3 - Out of Hours Service

Appointment will be made on CNM 3 salary scale (€68,652 - €77,530) at a point in line with government policy.

Hours of Work:Full Time, 37.5 hours per week

Responsibilities

Operational/ Clinical Management
1. Provides leadership and management in conjunction with the Out of Hours Manager in the maintenance and development of a high quality nursing care provision.
2. Liaise appropriately with the Out of Hours Multidisciplinary Team members to ensure safe and effective care.
3. Assist and direct Nursing Services ensuring that a high standard of patient care is maintained on all wards/departments.
4. Support and encourage staff in implementation of hospital procedures and policies.
5. Support staff learning within clinical area.
6. Direct, supervise and mentor staff by providing advice on the delivery of nursing care and demonstrate practical nursing skills where appropriate.
7. Maintain contact with acutely ill/deteriorating patients throughout the hospital and provide clinical expertise to ward staff.
8. Attend clinical emergencies throughout the Hospital and follow up with appropriate guidance and support.
9. Assist in event of a major incidents or internal emergencies within the hospital.
10. Manage and promote safe delivery of expanded nurse roles e.g. shared tasks in the Out of Hours period.

 

Service Development
1. Participates in the formulation and review of specific policies, procedures and protocols in collaboration with the appropriate stake holders.
2. Liaises with the Practice Development Unit to ensure delivery of evidence based care.
3. Sets objectives and KPIs in conjunction with the Director of Nursing to monitor the effectiveness of the role.
4. Participates in the development of the annual nursing department service plan advocating for Out of Hours requirements.
5. Develops an annual report for the service.

 

Quality
1. Monitors standards of care across all clinical areas in the Out of Hours period and puts systems in place in conjunction with the Out of Hours Manager, where the standard is not being met.
2. Participates in measuring and monitoring nursing metrics and associated action plans within clinical areas.
3. Monitors and evaluates outcomes of service and contributes to the development and implementation of best practice and to improvement plans and strategies within the service.
4. Encourages a culture of continuous improvement in the achievement of the highest possible standards of care.
5. Works in conjunction with the Out of Hours Manager to ensure all relevant national and regulatory standards are being met. e.g. HIQA
6. Participates in appropriate clinical audit in the Out of Hours period as directed the Out of Hours Manager/ DON
7. Contributes to projects which improve the quality of patient services.
8. Will use quality improvement methodologies to ensure the delivery of quality improvement projects that will provide safer better healthcare for patients.
9. To ensure that the Out of Hours service in conjunction with the Out of Hours Manager has an effective process for risk assessment and risk management in respect of identification and managing risks.
10. Maintains and promotes the national standards for infection prevention and control in the Out of Hours period.
11. To be responsible for ensuring that adverse incidents involving nursing care are reported and investigated promptly, respecting confidentiality taking preventative action where necessary to ensure that IQS procedures are adhered to and fully implemented.
12. To ensure serious reportable events are managed as per HSE national guidelines.


Staffing and Personnel Management
1. Assists the Out of Hours Manager in managing the staffing plan for the Out of Hours period based on activity, complexities.
2. Be aware and respond appropriately to staffing and skill mix levels in all clinical areas.
3. Liaises with the DNM should concerns arise with regard to staffing or skill mix.
4. Assists the Out of Hours Manager to fully implement policies with regard to managing absenteeism.
5. Maintains a high level of staff morale, promoting good communications, team spirit and job satisfaction among nursing staff and other members of the Out of Hours team.

1. Ensures that the requirements and code of professional conduct of NMBI for the practice of professional nursing are met and upheld.
2. Demonstrates visibility, innovation and flexibility in nursing practice.
3. Provide leadership in clinical practice and acts as a resource and role model.

5. Demonstrate openness to change.

 

Self Development
1. Has a creative outlook enabling progress to be made towards the ultimate objective of reaching standards of excellence in the provision of the service.
2. Reads current literature and recent nursing research, attends seminars and is aware of any new developments in nursing practice and in current and future trends.
3. Attends and participates in staff development programmes.
4. Discuss present performance and future needs with the Out of Hours Nurse manager.

 

Finance
1. Develop, maintain and adapt budgetary control systems.
2. Manage Out of Hours budget in compliance with the Financial Plan agreed annually with the Director of Finance
3. To work to identify and implement opportunities for increasing cost effectiveness and value for money and income generation
4. Monitor the staff complement for Out of Hours service
5. Assist the Out of Hours Manager in estimates of human resource requirements each year and negotiates these with the Director of Nursing
6. Develops cost monitoring systems and tracks locum budgetary spending on staffing in consultation with Out of Hours Managers so as to create and maintain an up to date picture of expenditure for discussion with Director of Nursing, Finance Director and others, as necessary.
7. Assists with controlling expenditure within budget by monthly reviews, with Director of Nursing and agrees to implement cost effectiveness measures required by Director of Nursing.
8. Advises Out of Hours Manager on the expenditure and utilisation of agency or locum staff.
9. Develops cost monitoring systems and tracks locum budgetary spending on staffing in consultation with the Out of Hours Manager so as to create and maintain an up-to-date picture of expenditure for discussion with Director of Nursing, Director of Finance and others as necessary.

Qualifications

Selection Criteria

Mandatory

1. Statutory Registration, Professional Qualifications, Experience, etc
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Are registered in the relevant division of the Register of Nurses & Midwives
maintained by the Nursing and Midwifery Board of Ireland [NMBI](Bord
Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.

(ii) Have at least 5 years post registration full time (or an aggregate of 5 years post
registration full time) experience of which 2 years (or an aggregate of 2 years post
registration full time experience) must be in the speciality or related area.

(iii) Have the clinical, managerial and administrative capacity to properly discharge
the functions of the role.

(iv) Candidates must demonstrate evidence of continuous professional development.

(b) Candidates must possess the requisite knowledge and ability including a high standard of
suitability and clinical, managerial and administrative capacity to properly discharge the
functions of the role.


2. Annual registration
(i) On appointment, practitioners must maintain live annual registration on the relevant
division of the Register of Nurses and Midwives maintained by the Nursing and
Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).

(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient
Safety Assurance Certificate (PSAC).

 

3. Health
Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.


4. Character
Candidates for and any person holding the office must be of good character.
